The DJ forums are a treasure-trove of free, high-quality, top-down artwork suitable for map-making. That artwork is also usable in other programs, like Campaign Cartographer 3 or Photoshop.

The e-Adventure Tiles Organizer is a web based application that allows you to create miniature maps based on the SkeletonKey Games' e-Adventure Tiles that you own.
Once you have created the miniature map using the easy to use interface, you can export a helpful report (HTML or PDF) that makes building your miniature map a breeze. The report lists all the tiles and tile sets you used in your map, a map guide by tile ID, and a graphical guide.

Tabletop Mapper 
The Tabletop Mapper (TM) is a simple program to help DungeonMasters control the positions of players (and monsters) during a game session. TM allows you to load any picture (*.jpg, *.bmp) to use as a map, define a grid and control the players positions on the map. You can also define areas to be hidden from players, and which are revealed to them as they walk through the map. Pre-defined areas like circles and rectangles can also be marked to indicate the location of spells or other area effects. If your adventure cannot go on for one game session, you can save all information of the tabletop map (player positions, hidden and marked areas, and map file name) to restore it later.
